Brief Project Summary

Over­all objec­tive:  

All-inclu­sive soci­ety in which per­sons with dis­abil­i­ties real­ize their full poten­tial and live dig­ni­fied lives as equal cit­i­zens. (Nation­al Strat­e­gy on the Rights of Peo­ple with Dis­abil­i­ties 2013–2023)

Spe­cif­ic objective:

Oc 1. Gov­ern­ment and pub­lic admin­is­tra­tion reforms in Koso­vo are dis­abil­i­ty inclusive

Expect­ed outputs:

Op. 1.1 Increased aware­ness of the gov­ern­ment at cen­tral and local lev­els on accessibility

Op 2.1 Increased pos­si­bil­i­ties for DPOs to par­tic­i­pate in the dia­logue with the government

Op.2.2 Strength­ened com­mit­ment by dif­fer­ent lev­els of gov­ern­ment and DPOs to dialogue

Op 2.3 Increased avail­abil­i­ty of data on dis­abil­i­ty issues

Op 3.1 Increased orga­ni­za­tion­al capac­i­ty of the DPOs and their networks

In order for DPOs to be able to col­lab­o­rate and coor­di­nate their work, they have to fol­low the prin­ci­ples of demo­c­ra­t­ic gov­er­nance and they have be able to rep­re­sent the inter­ests of their con­stituen­cy. The action will bring DPOs togeth­er to devel­op min­i­mum stan­dards for demo­c­ra­t­ic gov­er­nance, in addi­tion to what is required by law when reg­is­ter­ing a CSO. The DPOs and the Forum will iden­ti­fy gaps in their demo­c­ra­t­ic gov­er­nance and devel­op and imple­ment a plan to strength­en their capac­i­ties in the weak­ness areas.

The prin­ci­ples may include the fol­low­ing: prop­er statutes, trans­par­ent and clear mem­ber­ship pro­ce­dures, pro­mo­tion of online deci­sion-mak­ing, zero tol­er­ance poli­cies for cor­rup­tion and  gen­der dis­crim­i­na­tion, trans­paren­cy and account­abil­i­ty pro­ce­dures (toward mem­bers, gov­ern­ment and donors), and resource mobi­liza­tion plans.
